Hello,

In the Survey summary page (index.php?r=admin/survey/sa/view/surveyid/), the Survey quick action should be expand by default.

The survey quick action panel is expend by default, but it remembers its state by user. So if you close it, when you'll come back to the survey summary it will be close, even if logout/login. Same if you open it.
