could not change the survey startdate and expiredate, and even active the survey but cannot get into the survey since the date can not update.

This might be a Javascript error. Which browser are you using? Could you press F12 and see if there's an error in the Javascript console?

I think it's related to the Freetds. I am using dblib to connect MSSQL, it can correctly save the date to MSSQL, but cannot show correctly, it cause could not active the survey.

I want to debug the date is correctly come out or could not query the correct date, but no method to debug.

I can get correct date by using sqlsrv in windows, but could not get correct date by using dblib in CentOs;

Probably FreeTDS is not properly configured.
Try fixing this problem by forcing the FreeTDS protocol version to at least 7.0. See http://www.php.net/manual/de/ref.pdo-dblib.connection.php#112146

My freetds version is 8.0.
Finally, I solved this problem by change the default date format in /etc/locale.conf as "%Y %m %d". The system can show the correct date and time.
