Summary10380: Update from 160206 to 160210 broke admin interface
Description

After doing the ComfortUpdate the admin interface is totally broken. I don't think bootstrap is loaded at all. See screenshot.

Seems the fix : https://github.com/LimeSurvey/LimeSurvey/commit/c3e2aa2c6c038f128760f660c82d82a4d993330a was set after the release ....

Can you test please ?
