Summary10339: stopping/expiring a survey does not deactivate it
Description

I choose to Expire a survey (no expire date is set). Nothing happens as the survey is still active.

It is in fact not active, but we lack GUI information about the change. In 2.06, we have "Active but expired" as button title, and another button image.
