Summary10270: Online help link should open in new tab not in parent one
Description

Could be a feature request but I put is as a bug as I belive it is quite meaningless having it function as is.

When a user hit the icon Online help in admin view the help pages are opened in the same browser window. It should open in a new one, I think and hope most agree to.
