Summary10136: Error in dialog exporting participants
Description

If there are no participants in the database and you click the 'Export' button you get a popup with a message. That popup contains a button 'Export' though, still.
If the database is empty it would be better if the original export button is disabled.

It appears that the button is gone.
Controls should only be hidden if there is np permission to use it.
If the user has the permission to use this control and the control is normally there it should be shown disabled in this scenario.

A hint on the button that explains why it is deactivated is currently missing. Please add 'There are no participants to export' - als when I add a participant in the grid below the button still stays deactivated.
