Fixed issue 08669: Validation of incomplete dates

Dev: Min/Max dates can now be applied to incomplete dates
Dev: (eg. "yyyy" or "yyyy-mm"). This is a quick fix.
Dev: TODO: Find and implement a good js date function lib.
