Our organization has a strict separation of duties policy which requires our communications department to review all content before it is published. As far as I know, the only means of accomplishing this now is to have the "reviewer" user create all surveys and then add modify rights for the "survey administrator". Then, once the survey is ready for review/publish, the reviewer would activate it.
