Summary07238: Tokens not appears
Description

If the survey is not active then tokens not appears because the table survey_<idsurvey> not exists.

Steps To Reproduce
  1. Create a new survey
  2. Add tokens
  3. Display tokens (-> not appears)

(if I active the survey the tokens are shown)
