Summary20731: Quotas are not working on encrypted questions
Description

I noticed that when I have quotas on encrypted question, the quota is not triggered as expected.

Steps To Reproduce

Steps to reproduce

  1. import survey lsa file in the attachment
  2. run the survey and answer first question with "Option A"
  3. quota should trigger, but it doesn't

Expected result

Quota should work for encrypted questions as well.

Actual result

Quota does not work for encrypted questions.
