Description

When copying an existing survey and clicking "Survey Participants", the "Manage Attributes" button does not appear in the top menu as expected. It only becomes visible after a user is added.

Step2: click "Survey Participants"

Expected result

The "manage attributes" button is not visible in the top menu.

Actual result

This button becomes visible after adding a user.
