Summary	20167: Database changes does not take place when upgrading from 6.15.0 to 6.1.5 3
Description	Hi, I have a 6.15.0+ lime survey version which has "DBVersion = 633" in settings_global table. I tried upgrading my installation to 6.15.3+ with comfort upgrade option and manually as well but the database does not revert to "DBVersion = 633" What could be the reason ?
Steps To Reproduce	Steps to reproduce Manual upgrade steps: Extract the new version file on to the old one except the few import files. i.e application/config/config.php, security.php and /upload directory. Accessed https://domain.com/lime6150/admin and no database upgrade is showing. tried accessing https://domain.com/lime6150/index.php/admin/databaseupdate/sa/db/continue/yes also which results in blank page and DB changes does not take place. Expected result Upgrade should works smoothly and all the database changes should be done via upgrader. Actual result Database changes does not happen.
