Description

this is similar to https://bugs.limesurvey.org/view.php?id=19697
however, in this case the button, though looking as disabled, in facts is working and it opens the "add question group" window. It is quick so the screenshot shows that window as well

create empty survey and try to creare a question group inside structure page

Expected result

button is active, when pressed it opens add question group

Actual result

button looks INACTIVE, however when pressed it opens add question group
