Summary19581: Config Data call each are bigger than needed
Description

When have a lot of users : the table settings_global come bigger an bigger.
This table was charge totally at each action (and have PHP ,action)

Steps To Reproduce

Steps to reproduce

Activate SQL debug and check time for loading
Compare when have 2/3 users and 2000/3000 users

Expected result

table settings_global are near between both

Actual result

settings_global are really bigger and more action done

The issue is realted to

  1. We call ALL settings here : https://github.com/LimeSurvey/LimeSurvey/blob/ce345e6947c84b88f7748b3838046efabe32c04d/application/core/LSYii_Application.php#L194
  2. BUT we save User settings in global setting : https://github.com/LimeSurvey/LimeSurvey/blob/ce345e6947c84b88f7748b3838046efabe32c04d/application/controllers/SurveyAdministrationController.php#L170 and https://github.com/LimeSurvey/LimeSurvey/blob/ce345e6947c84b88f7748b3838046efabe32c04d/application/controllers/SurveyAdministrationController.php#L903 and https://github.com/LimeSurvey/LimeSurvey/blob/ce345e6947c84b88f7748b3838046efabe32c04d/application/controllers/SurveyAdministrationController.php#L905

I tihnk we must move this settings to user setting existing model

tghen :

  1. Move tis settigs in user setting model
  2. Delete old setting from DB
