Summary19482: 2 different settings for memory_limit and max_execution_time
Description

We can set memory_limit and max_execution_time in config.php, it's great for statistics and some other part.
But for public survey or simple administration : we must not use a lot memory or max_execution_time (the 2st think i do are set to max_execution_time to 120 when working on plugin)

I think it can be great to have 2 limit more
memory_limit_max and max_execution_time_max used only on demand

Additional Information

For max_execution_time : best are (maybe) using set_time_limit during some process (for example statistics).
