Summary18959: Admin theme missing
Description

The only admin theme included in this version is Sea_Green. As a result, selecting any other theme breaks the site.

Steps To Reproduce

Steps to reproduce

Login as an admin and browse to Global configuration settings and change the admin theme to Bay of Many or one of the other one (not Sea green).

Expected result

Due to the theme file being missing, the site breaks.

The site should perform with the menus and other features
