Summary18014: Label list is cut off unnecessarily
Description

When you edit a question with a long list of options, this list is cut off. I think that that is not necessary and takes away the overview that a user needs.

We can add action button (Label set and Quick create) at top (have it 2 times : at bottom and at top)

The tiny scroll box is gone: all rows are shown now, and the buttons follow you down the list. No more expeditions to row 150 just to click "Quick add".

Details Diff		 Fixed issue 18014: In the question editor, long subquestion and answer option lists were shown in a scroll box and the label set and Quick add buttons were only reachable at its end
Dev All rows are shown and the page scrolls; the table header sticks below the topbar (--ls-topbar-height, kept up to date by questionEditor.js) and the button row sticks to the bottom of the window
Dev The side-body and main-content-container wrappers get overflow: clip on these pages, otherwise sticky never sticks; rows get scroll margins so a new row isn't scrolled behind the header or buttons
Dev Each scale is wrapped in its own block, so the buttons of a second scale don't stick over the first one; Quick add now reads the existing codes from its own scale's table		 Affected Issues
