Summary	17464: Allow admin to make a theme read only for users (like it is for core themes)
Description	As a LS admin, I wish I can make our themes readonly, so that other users cannot modify them. The only way round right now is to make the files read-only at filesystem level but we LS admins have no root privileges on the filesystem so we have to ask other people. I know there is a request about users permissions on themes (13582) but this could be easier to implement.
