Description

When create a survey : in 3.X we have

  • Use HTML format for participant emails: ON

In 4.X : it was set to inherit and inherited is OFF

Steps To Reproduce

Create a new surey in 3 and a new survey in 4 : compare

Additional Information

I know i can set it globally , but here : it's a new install. There are a lot of user complaining for the email as text on forum.
We can not update it, but maybe set it as ON for new install ?
