Summary13823: Unable to reorder questions
Description

Reordering questions under groups is not possible.
It is still possible to reorder groups, but not the questions.

Steps To Reproduce

Create some questions and try to change their orders. Without having any error message, it is not possible.

Additional Information

The problem seems to be appeared after new update.
