Summary13683: Incorrect order shown in UI for questions and question groups
Description

The order shown in the Structure editor does not match the database or the order when executing the survey.
The question group shown last is actually the one with group_order 0, the first one has number 1.
Same for the questions. For some reason, order number 0 is shown after all other numbers.

Steps To Reproduce

create a survey, add some question groups and questions, compare order to database or survey execution.
