Summary12863: user with group permissions can see all groups and cannot modify members of his/her group
Description

Two related issues :

  1. user with group permissions can see all groups
  2. user with group permissions cannot modify members of his/her group
Steps To Reproduce
  1. Go to Configuration -> Create/edit user groups
    Problem: User sees all groups in the survey installation

plus

  1. if user try to "edit user group" or "view users", he/she cannot delete users from the group.
