Too many people never updated LimeSurvey, which is a very big problem. Now that we found a security issue in all the branch 2.x, we just realize that many people can't update easily from old versions to the last one.

So we must push LimeSurvey's users to update regularly.

We also would like to have the option to deactivate this message and link.

It is very disturbing and not helpful for the average user to see the 'update available' message on every page, even after x-ing it out and re-login.

Also, there is no need to show everyone that there is an unstable Version available.

Our wishes:

1. Please let disable messages for unstable versions. (We feel that as a must!)
2. Show 'stable version update available' only to administrators, not to the users.
3. If you belief that this is necessary, show 'important security concerning updates available' message to the administrators on every page.

How about that?
