Summary09122: User can view 'edit local settings' even without access
Description

Admin (non Superadministrator) can't edit text elements of surveys (description, welcome message...).

The button "Edit text elements" is not available and if we click on "Save & edit survey text elements" it produce a message : "Error

Access denied"

I've found the problem, the button "Survey locale settings" parameter wasn't ticked for the user. (maybe make the label clearer ?)

A bug : If the setting isn't ticked and "Survey settings" is ticked, when we click on "Save & edit survey text elements >>" we get a weird "Error Access denied" page (see screenshot)

1 :Yes, the error screen must be better (it's not the only one).

2nd: we need to deactivate button click (or remove from HTML) the button . AND deactivate text edition.

3rd: survey text elements is Survey locale settings : did you have a better english sentence ?

3: In fact, it's not really a "locale settings" (it's in "Survey settings"), but set the text elements in different locales. Maybe "Text elements" will be better.
