Summary08001: Can not replace css and js file in template
Description

After https://github.com/LimeSurvey/LimeSurvey/commit/f26db5ac394c3765bbf2d3c2b44186970966107f

We can not replace js and css file included by js and css from template. Before this one, we can and it's a great function.

Additional Information

Maybe:
Add a SurveyRuntimeHelper function :
registerCssfile and registerJSfile

Is the best solution.

You can actually replace / overwrite js by including them after the title tag.
Shnoulle, let me know if that is acceptable or what kind of alternative you would prefer.

We can allways replace css and JS in template.css or template.js (and i look to have too ability to replace EM js too). But actually, in some survey js and css file take 70% or more of webpage sizes.

It's still a performance issue.
