| Summary | 07949: non-admin users cannot save rich text in descriptions/questions. |

| Description | Saving some text with fancy layout (bold, italics, font size...) in survey description or question text box does not save layout, but only raw text.
This issue only affects normal users, an administrator is allowed to save rich text formatting. |

| Steps To Reproduce | create new survey as non-admin user, add group and 1 question, put some text in description, appy "bold" and "underline" to some text section, save, preview -> only raw text is displayed, no bold or underline. |

| Additional Information | attached sample survey with layout on each description, re-save one question from a non-admin user account will get rid of the layout.
I can provide login to server where the issue happens by mail on request. |
