Summary07239: Add new user without full name -> impossible
Description

In the administration interface, we add a new user without specifying its full name.
We get the message: "The user name already exists."

Must inform the full name to allow the creation of user.

Steps To Reproduce

go to administration panel
Add a new user

fill in the fields:
username
e-mail
leave the field empty fullname.
