Summary07133: Impossible to translate survey via quick-translation
Description

The web page "Translate survey" accessed via link "Quick-translation" is empty.
There is not languages in drop-down list "Translate To:" despite the declaration of additional languages in Survey settings. There is also no tab for translation into different languages ​​defined.

Steps To Reproduce

The base language of the survey is French.
In additional languages of Survey settings, there are English and German.

When i logged with admin account, i select an inactive survey and go to the "Quick-Translation" menu. The page which appears (named "Translate survey") is empty : no languages in the drop-down list, no tags that allow to enter translated message.

It's the same issue with an user-translator account which has permission of quick-translation on the survey.
