Summary07110: Import template and export template buttons have no effect
Description

In build 121213, clicking the import and export template buttons cause the screen to refresh but do nothing else. NB: I have slightly modified by replacements_helper file as per bug report 07109

Slightly different issue now in build 121231 - Can export but not import templates ...

Created a copy of default and named 'Test Export'
Exported template
deleted template
clicked import template
Selected Test Export.zip
clicked 'Import Template Zip Archive'
-returned to templates screen - no new template added
Checked permissions on upload and tmp and write permissions exist.
