Summary06130: Response emails sent as "text/plain" but with HTML embedded
Description

In Version 1.92+ Build 120517, both the "Basic admin notification" and "Detailed admin notification" email templates send emails of submitted survey responses with the following characteristics:
1) emails contain embedded HTML.
2) emails are sent as "text/plain".
This results in emails in which the HTML tags are visible. There appear to be no means to select either plain text or HTML for these response emails.

Also, the UTF-8 encoding appears to really mangle the subject line on some of the emails.

Steps To Reproduce

Simply submit a response to a survey for which admin notification is turned on, and view the resulting email.

I can reproduce, both for the token email, and the detailed admin notification.

Note that the survey includes HTML in the welcome message, so unless explicitly stripped, that will also appear in the token email.

Also, the detailed admin email includes some unneeded content, such as <script type="text/javascript" src="http://localhost/git/ls192/scripts/survey_runtime.js"></script>
