Summary06037: 0 Uses Left when importing tokens from CSV
Description

If you are importing tokens from a CSV file, and you don't explicitly state a value for "Uses Left", a default of zero is given.

It seems much more likely that the desired behaviour would be a default of one. I mean, why add someone to a survey and then not let them fill it in?

Steps To Reproduce

Create a CSV file with only the minimum required fields.

Import it into the system.

Checl the list of tokens to see that the "Uses Left" for the newly imported tokens is 0.
