| Summary | 05950: Global settings wipe out default config |

| Description | Global settings replace the files from the defaults file automatically. This generally works fine, but for some settings, the global setting is "default" in which case the default from the default file should not be replaced. However it is overwritten with "default" which is not at all useful. |

| Steps To Reproduce | Set Default HTML editor mode in global settings to Default HTML editor mode.
Set HTML editor mode in user settings to Default.
Go to Email Templates for a survey and notice that the html editor is disabled even though the default is inline according to the defaults file. |

| Additional Information | It seems to me that the best way to fix this would be to set the row for any defaults such as these to null. This would require a schema change since the column is currently set to not null. Alternatively, we could delete the rows, but that just seems weird to me. |
