Description

Same issue as in http://bugs.limesurvey.org/view.php?id=5010&nbn=2

Updated from 1.91RC4 tot 1.91RC5 without success.

Limesurvey shows Export Responses buttons only to users in Super Admins group. Any other user (even If we gave him responses-export rights or even responses - full control rights. we gave him also statistics - view/read rights) hasn't this button available.
Even responses --> "responses & statistics" --> "show responses" doesn't show Export buttons.

Steps To Reproduce

create a new survey.
create a new user.
Insert some data to survey created at step1.
in "survey properties" --> "survey permissions", add user created at step2 to the survey.
Edit survey permissions for user.
in "survey permissions" check responses-Export or responses-full control to that user.
in "survey permissions" check statistics - view.

Login as user created at step2.
Choose the survey created at step1.
Choose "responses" --> "Responses & statistics"

Cross that. The bug, as indicated in the original bug report, will eb fixed for 1.91 (final) not for 1.91RC5.
