Summary04838: Overzealous error checking when editing label sets
Description

When attempting to reorder a label set using the up/down buttons provided, the javascript incorrectly alerts the user if the code sitting in the 'New label' field is a duplicate of any existing label.

The exact error message: Error: You are trying to use duplicate label codes.

Steps To Reproduce

1) Create two labels with unique codes in a label set
2) Leave the duplicate code in the 'New label: field' which clashes with one of the existing labels labels
3) Attempt to reorder the existing labels using the up/down buttons

Additional Information

It appears the standard behaviour is to copy the 'new label' fields from the last inserted data
