Summary04789: The impossibility of creating a question
Description

The problem appears only in Google Chrome, not in Mozilla.
It is impossible to add a new question in a empty question group.

Steps To Reproduce

1)Create a new survey
2)Add a new question group
3)Try to add a new question but it is impossible
