Summary04679: Users with browse/export permissions on a given survey don't see the export functions.
Description

Give a user browse/export permissions to a survey that they didn't create. Make sure the user isn't an admin. You will then notice that although the user has rights to export functions, the user won't actually see the export functions, such as "Export Results to Application."

Steps To Reproduce

1) Create or use an existing user (no admin rights).
2) Add this user to an existing survey, not a survey that this user created (unsure if this has anything to do with it).
3) Give the user browse and export permissions on this survey.
4) Browse the results of the survey with this user.
5) You will notice that the user is missing the functions to export results.
