Summary04465: Defect 04440 recurrance after patching
Description

I experienced the same problem described in defect 04440 and applied the patch attached.

I re-exported and re-imported but the question order was still jumbled.

Also, like the submitter, the function to re-order the now-jumbled questions is also broken.

Update to 1.90RC2, re-test - if the problem persists, reopen issue 4440 instead.
