Description

When trying to import a user without permission: the errors are unclear

Steps To Reproduce

Steps to reproduce

As super admin import central_checkImportById-1
Create an user with CPDB permission Create and Import
Log in as this user
Import central_checkImportById-2

Expected result

Have error shown about participant exist but no permission

Actual result

Warning show as "no need to update"
