Summary20190: The toolbar for the "Participants" settings is not displayed.
Description

In version 6.15.14 and above, the toolbar for participant settings—such as attribute management—is not displayed by default in newly created surveys (fig01.png).

If the survey is first started in closed mode and then the participant settings screen is accessed, the toolbar—including attribute management—is displayed as expected (fig2.png).

Additionally, buttons that used to be available—such as "Create participant table"—are no longer visible.

  1. Create a new survey.
  2. Open the participant settings screen.

Expected result

The necessary toolbar is not displayed—such as the one for attribute management.

Actual result

The toolbar is displayed correctly.

This was done as a part of work on survey access modes. This is how we actively programmed it because we avoid creating the table if it's not needed.
If you create a survey (not activated), you can add participants, which will create participants table and allow you to add attributes.

Have "The participant table didn't exist : do you want to create, this disables access without code" seems really better
