Summary19449: User with read permission on survey can not check Question summary
Description

User with read permission can not access to Quetsion Summary
It was OK in 3.X, broken in 5.X and 6.X

can see Group summary, but no preview button

Steps To Reproduce

Steps to reproduce

Create a user with Read all surveys
Login as this user
Go to a survey, click on a question

Expected result

See the question summary without edit/delete button (only logic + preview)

Actual result

return to welcome page with error alert.
