Summary18628: Answer Code updates on base language are not reflected on secondary languages.
Description

On multilanguage surveys, when a code is updated for an answer option, the code is not updated for all secondary languages. even after saving, thing don't get sorted out. Need to refresh to finally get it updated.

Identified when reviewing 18548.
