Summary	16862: Not possible to batch-edit owners for Central Participant database
Description	when trying to batch edit the owners in the central participant database, there is only "keep old values" available.
Steps To Reproduce	Create participants in the central database batch edit from the drop down menu tick on owner and try to choose from drop down. Not possible to change the value (owner)
