Summary12250: Another super-super-admin than 1
Description

Currently : user #1 have this rights:

  1. Always super admin
  2. Only him can set/remove other user super-admin

Think :

  1. Must come from php file : $config['superadmin']=array("1"); by default
  2. Must be allowed in user rights management (actual one is read, add create and update)
