Summary11155: Survey start and end dates are stored correctly but load into the form incorrectly
Description

I have only noticed this since the last update. The survey summary page shows the correct dates, and the surveys are opened and (presumably) closed correctly.

In the "Publication and Access Control" the start and expiry dates are loaded into the form incorrectly, and in no way I can figure out. Seems the month and day are always right, but they years have ranged from 2001 to 2020; never the correct year, just some other year, and the same for both dates as far as I've seen.

The biggest problem with this is that the new dates are then saved, even if they make no sense (expiry in the past, expiry before start, etc). So, if editing the post-survey text, for example (and not looking at the publication dates at all) thee new dates are still saved along with other changes.

Steps To Reproduce

Presumably, save a survey, then re-open the general properties. That's all I did. I am using the yyyy-mm-dd date format, if that matters.
