Summary20833: New editor: '... > View > Question codes' changes the survey setting, so participants see question numbers and codes
Description

In the new editor, the top bar menu '...' > View > 'Question codes' looks like an editor display option. But the toggle writes the survey setting showqnumcode (TopBarActions.js handleToggleQuestionCodes, converted by TransformerInputSurvey convertShowQNumCode): turning it on sets 'Question number and code' to B (show both), turning it off sets X (hide both).

As a result participants see the question number and code in front of every question (e.g. '1 age') once an administrator only wanted to see the codes while editing. Turning it off also overwrites a previously chosen setting such as 'Show number only'.

Steps To Reproduce
  1. Open a survey in the new editor (Presentation setting 'Question number and code' = hide both).
  2. Click ... > View > Question codes.
  3. Preview the survey: each question now shows its number and code.
  4. Check lime_surveys.showqnumcode: changed from X to B.
Additional Information

Expected: the toggle only shows the codes in the editor and does not change what participants see (or it is clearly labelled as a survey setting). Found while documenting question codes for the manual.
