Summary20832: Survey list: the 'Activate' action button opens the general settings instead of activating the survey
Description

In the survey list, the action button 'Activate' (check icon, Survey::getActionButtons()) links to surveyAdministration/rendersidemenulink/subaction/generalsettings, i.e. it opens the general settings of the survey. It does not activate the survey and does not open the activation page.

Expected: the button starts the activation of the survey (or opens the activation dialog/page), as its title says.

Steps To Reproduce
  1. Create an inactive survey with at least one question group and question.
  2. In the survey list, click the check icon 'Activate' in the survey's row.
  3. The general settings of the survey open; the survey is not activated.
