Summary20469: I can not uninstall plugins that I installed
Description

Looks like I as superadmin don't have permission to uninstall a plugin that I installed.

Steps To Reproduce

  1. Install a plugin through Scan files -> Install
  2. Go to plugins and click on Uninstall
  3. I get feedback message "No permission"

Expected result

Plugin should be uninstalled

Actual result

No premission

I will try to add more info:

  1. Installed statFunctions for example (in production) as superadmin
  2. I am trying to click on Uninstall from Action menu
  3. Prompt appears I click Uninstall and get "No permission"

PHP version on prod is 8.1 I think. Also, my coworker confirmed that this is happening for him as well.

We couldn't reproduce it either.
The only way a superadmin could get "No Permission" is if another plugin is messing with beforeHasPermission.
In order to reproduce the issue, please deactivate all other plugins so we can make sure there are no interference.
