Steps To Reproduce

This bug is not fixed, though I have not verified the particular cookie or browser state that is causing it.

In 1.90 (limesurvey190plus-build9642-20101214) I installed fresh, started admin for the first time on an IE 7.0 browser that had a dozen other tabs/webpages running, and after the very first entry of admin/password it responded "Invalid Survey ID". After that it was not possible to even get the login screen any longer. On uninstalling and installing version 1.8x it gave me the exact error wording reported in bug ID 4201, which is related to this task. Eventually I tried my Firefox browser and was able to log in with no problems. Problems persisted on IE until I closed it down and restarted the browser after clearing all cached data/cookies.

The limesurvey state apparently can get confused or pick up faulty data from another page/tab running in the web browser.
