Summary06877: Language switch not showing on welcome page
Description

This is the issue described at http://www.limesurvey.org/en/forum/can-i-do-this-with-limesurvey/88091-language-switcher-not-showing-up-on-welcome-page

The language switcher does not appear on the welcome page, even though the "{LANGUAGECHANGER}" tag is present in template file "welcome.pstpl".

On the questions page it does appear as expected.

Steps To Reproduce

Create a survey with more than one language, and a welcome screen.
