Must check if user with only Read right on a group can delete it.

Issue can be closed, deleting a survey group works now.

(Maybe every open bug should sent an "is this still relevant" once per year to the reporter...)

Not a bad idea, actually. Might require a plugin to Mantis to achieve, plus a cronjob.
